The Tamil Tigers were only defeated finally through massive rights abuses and unnecessary arrest of Tamil civilians by the Sri Lankan army. I doubt that such an approach would be tolerated by the North in Nigeria. Nor do I expect the Nigerian army to be so ethically challenged since many of them are themselves from the North and unlikely to accept acts of genocide against their brethren.

Removing the tribal objections to negotiating with them, dialogue and amnesty are laudable if they can bring peace. Even the arrogant US with its carriers, fighters and cutting edge technology still dialogues with a Taliban insurgency which operates on less than a hundredth of its manpower and nowhere near its equipment or defense budget. The problem is that no one knows what Boko Haram want. That is why it is better to undermine their capability militarily, while further degrading their manpower by giving amnesty to those individuals willing to turn away from the group. It would also help if Muslim scholars could be engaged to dialogue with them and oppose their ideology scripturally.
