Somebody in USA is telling me MoneyGram Wester Union do not let them send to Nigeria. (Said they cited too many scams as their reason)

Is this true? Please can someone elaborate on this.

I went to MoneyGram page and I still find that they still include Nigeria as one of their receiving location
