I recently had an opportunity to tender for a building contract in one of the western states. The exec sec to the governor is responsible for doling out the contract(N6million) but is asking me for 25% as kickback and wants it upfront. I can pay but i'm afraid that this will not be fair to someone else and in future someone else will outpay me on a contract that i'm more suited to execute.
Should I take this case to the BPP or do you think that the BPP(& the procurement laws) will complicate my life instead of simplifying it?

Pls share your experience with me if you've been in similar situations
