As a means of ensuring lasting peace in Jos and other parts of Plateau State, the Federal Government has accepted to fund a new security measure for the volatile state, THISDAY has been told.
The new measure will involve applying the “Kaduna security model” executed by the last two administrations in Kaduna to end a circle of ethnic and religious violence that bedevilled the former capital of the Northern region for about 10 years (1992 to 2002).
The administrations were that of Senator Ahmed Muhammed Makarfi, who served from 1999 to 2007, and Vice-President Namadi Sambo, who ruled as governor from 2007 to May this year.

Already, indications have emerged that President Goodluck Jonathan has directed Sambo to come up with a comprehensive plan for the domestication of the model in neighbouring Plateau.
The vice-president has also been asked to liaise with Plateau State government officials with a view to enhancing cooperation in the new initiative.
Sources in the vice-president’s office said the new measure becomes imperative considering the massive capital requirement in the implementation of the Kaduna security model.

“I can confirm that the Federal Government has accepted to fund the new model. The political leadership in Plateau has been intimated on the new development and they have given their full backing to it. In fact, Governor Jonah Jang has urged the vice-president to expedite action on the issue with a view to ensuring lasting peace in Jos and environs,” the source said.
Findings indicate that the main thrust of the new security outfit will involve deployment of about 500 operational vehicles to be equipped with modern communication gadgets like Global Positioning System (GPS).
The 10,000 strong force will be composed of the army, air force, police, SSS and men of the civil defence corps.
The new force will be headed by an air force officer who will be answerable to the president.
Other logistic requirements proposed for the force include 700 security motorcycles, 300 bicycles, 20 ambulances and two helicopters.

"All the officers to serve in the outfit will have insurance cover. They will have their medical and other allowance covered and paid regularly. The idea is to motivate them so as to resist being used by all the warring factions in the crisis. The outfit will cover all the local government areas in the state while their contact details will be placed in billboards and other public places in all parts of the state for people to report any suspicious activities from any person," the source added.
Apart from the security outfit, the Federal Government is also looking into fully implementing the report of the Solomon Lar-led Presidential Advisory Committee which recommended the setting up of a truth and reconciliation commission as a way of tackling the crisis.

The committee also recommended ending the indigene-settler dichotomy and redesigning Jos, the Plateau State capital, to reflect the needs of all ethnic groups residing in the city.
Also, the panel recommended the payment of compensation to victims of the Jos crisis, and urged the Federal Government to assist in this regard.
Yesterday, the United Nations Secretary-General, Ban Ki-moon, condemned in “strong terms” the bombings that claimed 38 lives in Jos on Christmas Eve.
In the same vein, Chairman of the African Union (AU) Commission, Jean Ping, also expressed shock and sadness at the development.

The Middle Belt Dialogue (MBD) in condemning the bombing also called for the removal of the Commander of the Joint Military Task Force (JTF), Brigadier-General Hassan Umar, and the new Commis-sioner of Police in the state, whom it said were both Muslims who failed to take adequate measures in spite of available intelligence report before the incident.
Police Force Headquarters also said yesterday it had deployed the police bomb squad in Jos while its men patrolled the streets of Jos with a view to containing the situation even as it awaited situation report from the Plateau State Commissioner of Police.
The FCT Command also said it had tightened security around the territory in a bid to contain any spill-over effect of the Jos crisis.
Ki-moon, who described the recurring incident as “deplorable acts of violence” also conveyed condolences to the families of the victims and backed Federal Government’s determination to hunt down the perpetrators and bring them to justice.
The UN chief said he was appalled by the acts of violence, especially as they happened at "a time when millions of Nigerians are celebrating religious holidays".

He said he supported efforts by the Nigerian authorities “to bring those responsible to justice".
Plateau State Commissioner for Information, Gregory Yenlong, said: “Enemies of the state were at work.”
He appealed to the people to remain calm, adding: "We expect drastic measures to be put in place. You can see how charged the atmosphere is."
AU Commission chairman, Ping, also expressed shock and sadness at the violence.
The main attacks were near the city of Jos and in the town of Maiduguri.
Speaking with THISDAY, Police spokesman, Olusola Amore, said police had deployed their men as soon as the bombings took place adding that the police were looking for leads.

The statement issued by the MBD and signed by its Facilitator, Rima Shawulu Kwewum, said it was “rather disturbing that what looks like routine changes in security agencies are now effectively under the command of Brigadier-General Hassan Umar for the Joint Task Force and the new Commissioner of Police who are both muslims.
“We are calling on the people of Plateau and other Middle Belt States to be more vigilant. The rumours of stockpiling of arms and ammunition have gone unrefuted and the government is becoming obviously unable to guarantee the people and their right to worship,” it said.

The group further called on President Jonathan “to beware that the attacks are likely to continue as it becomes more obvious to these mischief makers that they cannot achieve their purpose of taking over power”.
Reports said two bombs exploded near a large market. A third hit a mainly Christian area, while the fourth was near a road leading to a mosque. No group has said it carried out the attacks.
About 30 attackers raided a church in Maiduguri, killing the pastor and others, and setting the building on fire.
Another church in the town was also attacked and a security guard killed, reports said.
Further violence between armed groups broke out in Jos on Sunday.
Witnesses said buildings were set alight and people were seen running for cover as police and soldiers arrived.
Jos had been blighted by religious violence over the past decade with deadly riots in 2001 and 2008.

Interesting country, interesting government. So in other words, wait till a pogrom, mass murdering, targeted destruction of life and properties occur before a remedy could be cropped-up. Shouldn't the government had dealt with this during the last crisis in Feb/March 2010? Not surprising since our leaders do not actually believe in One Nigeria - and so, to hell with its citizens. God forsaken Nigeria has been blessed with leaders who are reactive rather than proactive I believe with my limited experience i will perform better than this idioooooots. In this type of case  what you need is a good intelligence system to zero in all this islamic muthafckers. 

If you know that your police force were inadequate, why not make their welfare package better rather than fund an new security apparatus from scratch.  This dumb move will result to an envious system where one set of police are better than what we have in the country.


Truth and reconciliation my backside  - instead of jailing these murderous basterd GEJ wants to grant then amnesty. 

Warri and Abuja Bombing cases are still outstanding.  Please add Jos bombing and soon to spread all of the country

How i wish somebody will bomb Assembly house and aso rock  - maybe then Nigeria will be free from inept leaders.

You cannot gather and process intelligence adequately from a compromised military force that is now biased towards religion and ethnicity. That was the reason they are asking for the commanders to be relieved, he got the intelligence but did not act because he is Muslim.

This will NOT solve the problem. Kaduna case was purely religious but Jos issue erupted from land ownersip and political relevance by the Hausa/Fulanis.

Reasons for failure:
-The 10,000-man are still Nigerians and will behave as Nigerians- corrupt from head to toe.
-The religious affilliation will still be there. Muslims protecting muslims and christians protecting christians.
-The "who is a fool syndrome", money for hand, security is assured irrespective of evil deed being done.
-Arrested criminals not dealt with by authorities make the security forces lackaidaisical.
-A legislator will earn N29m per month and a security man earns N30k per month and you expect wonder from the security man?
-Looters of treasury command respect while honest men are called fools, so, "who is a fool".
-Nationalism is dead, therefore the security forces will go for personal interests.
-Security men who are wounded on active duty are left to their fate, so who will risk his life?
-Next-Of-Kin of security men who die in active service suffer like hell due to delayed or never paid benefits, so who wants his family to suffer?
-Our leaders talk about good leadership but only use their positions to better their family life. Why not the security men too?
-The core issue of indigene-settler dichotomy in Jos has not been tackled by the federal govt.

To me, I see another white elephant project.
Don't be suprised, our politicians are already jostling for the juicy contract for the logistics. grin. Who is a fool?

now. I die. here is your problem.


Look if you look at your airforce . you have all of the plane in one place, Kaduna and markudi.

If you now have an attack by another nation. What they would do is send jet to bomb the kaduna airforce base and the markudi airforce base. And they would capture nigeria.


There is a need to share the airforce plane in Kaduna and markudi to other part of airforce base like ilorin, benin , ilorin and others, if there is attack on nigeria. I went through the local of where the planes where, I was shock, they put them all in one place. Kaduna or markudi.

When the USA bomb iraq, Iraq made the same mistake. had all plane in 2 or 3 place. the USA just went to those places and bomb the place and iraq had no airforce to fight the USA. the need to distribute the plane in kaduna nd markudi  to other airforce base

It really is a shame that our current federal government is only reactive in nature. On the flipside if the unit is setup and maintained properly as stated in the article (to the letter), then it should be able to handle the task and bring the territory to its former peace.

I hope the FG advisers can see the potential in this method of locality specialised security and intelligence gathering. If each state were to have such units liaising with each other and other security agencies crime in general would be greatly reduced. It would not be cheap handling all the pensions, healthcare, remunerations, etc but then again securing the lives and properties of 150 million cannot be 'beans'. (I guess thats why the US had to setup the FBI and such)

The new army is simply a clever way of side-stepping the compromised one that keeps turning away when murderers wish to let loose. It is bringing in new people who have no stake in the Jos crisis, the army is gradually being quietly purged of nuisances and trouble makers. The major hacking has been done in the past with the sacking of Service Chiefs and GOC's, now its time for brain power to do the rest.

As for being just a white elephant, the military option is not the only thing being implemented:

There is hope in what is being laid out, especially as the successful Kaduna model is being used as a template. In fact, this is an ultra souped up version of the Kaduna solution.

Brother, it is quite clear the way the nation is headed. With each step govt takes out of necessity, we move one step closer to true federalism. Thats where the boat is going and our only route out of chaos.

We do not need more bodies to secure Nigeria, at least not that much. We need to go the way of the developed economies, where they rely on a mix of rely of technology and bodies.

GPS has great potential and is cheap. You can see how affordable it is supporting the communication products. The Chinese offered some help recently.

I understand that we need to be ensure controls are built into importing technology to ensure that we protect our sovereignty as a nation.

Are they not going to recruit the bodies from this same population? More bodies, more problems

The new army is simply a clever way of side-stepping the compromised one that keeps turning away when murderers wish to let loose. It is bringing in new people who have no stake in the Jos crisis, the army is gradually being quietly purged of nuisances and trouble makers. The major hacking has been done in the past with the sacking of Service Chiefs and GOC's, now its time for brain power to do the rest.

Previously, the security was handled by 3 division nigerian army which is located in Jos. After some time, there was serious outcry that personnel of 3 division Jos were compromised and doing partiality in handling the crises. That was why the Special Task Force which is composed of army, navy and airforce personnel from outside Plateau State was drafted in, with the hope that this STF will be impartial. Barely 3  months of resumption of duty of the STF, same cry of partiality and compromise has arisen. Now we are talking of another 10,000-man force who are nigerians to handle issues in Jos, which will make the third set of Nigerian security forces to be drafted to Jos, and you think they will not be compromised and go the way of the other 2? We shall see.

Our leaders should address the issues which I raised. Otherwise, we are just going to waste resources on men and logistics while the crises  prevail.  The contractors for the logistics supply  will only thank God for buttering their bread. Bet me. Are we not in naija?

I share a lot of your concerns too. We have indeed had more than one force thrown out on grounds of partiality, but what gives some grounds of hope this time is the application of the Kaduna model. Rioting of an inter-ethnic or religious nature has been banished in Kaduna which used to be the hotbed of such strife in the past, from Maitatsine to the Zango-Kataf pogroms. Namadi Sambo has direct experience in this, since he used to be governor of Kaduna state; he is the man that's been tasked with bringing that experience to bear fruit. I believe this time we will see success.
There might be dangers and slip ups, even corruption, but fingers crossed, the Jos problem will be resolved.

look at this picture , if someone comes to bomb you. they bomb the place and it is over. cant you learn from iraq lesson.

I sometime wonder, if you people have brains in Your head. What security sense does it make to have all airforce airplane in two cities.  Can someone explain to me.

It means when someone want to attack you, he attack that location and you are finished. Ok

This is not security, it is silly.

You have to move the planes to other location apart from Kaduna and markudi. I weep for you people.

@Becomerich, well you are mis-informed the Chineese fighter hets are in markudi, the helo, are in kad, (very few) , while the alpha jets are in niger state but the helos mi-35 was moved to the north to deal with boko haram, while some helos are in the FOB (forward operating Base) in bayelsea, or in river state

they can all fly, they have to relocate them. No country put his plane in one place.

What they do is distribute them  uniformly in thier airforce base.

and they have a command centre in abuja . and a parallel command centre in another location as backup. . that way if the command centre is bomb, the alternate command centre would start  running.

So if you have 120 plane, you give each unit 10 each and have them link to abuja. That his how they run the airforce.

If you are attacked , you can fight back from any of your unit. But if you have them only in kaduna and markudi. They would bomb kaduna and markudi and you have no system again.
