Population and natural resources are two separate issues though inter-related. Where did you read that you measure population by resources and infrastructure. This only become important when there is overpopulation or uneven distribution of population. Nigeria's problem as in parts of Africa is uneven distribution of population and laxity in resource management and distribution among its citizen.
