A Dick is a reproductive organ, therefore cannot be compared in functionality analysis to the breast.

The breast on the other hand can be compared to the chest or pectoral muscles of a man which we do not hold in sanctity anyways.

Most women choose to hold their breasts in sanctity and private but in the aforementioned village, the women do not hence their reasons for openly displaying them. And as you can see from the pictures they look very much happy.
