The post of a Permanent Secretary (PS) is the highest rank in the Civil Service and one in which every civil servants aspire to. As a result, it's highly competitive, this is the more reason why it carries a price tag.
In the Federal and most states of the federation with the exception of Kwara State (recently), are laid down criteria for appointment into the post. Amongst these are:
1. Officer must be from the core service on GL 17/16
2. Pass a competency test
3. Pass an oral interview/ICT
4.A good report (Service Report) from Civil Service Commission.
5. Officer must be above board without questionable character.

The recent appointments of PS in the state leaves a lot to be desired, aside from jettisoning all the above, an officer found wanting was appointed to the exalted position of a PS.

The officer in question is Mr John Jolayemi posted to Service Welfare. An officer that if normal course were followed, he would have been out of service long ago.

Bellow are his undoing.
A. An highly corrupt officer. He was found quilty of stealing 1.3m from the account of Bureau of Statics while serving as the Director PFS. This money was part of the money released for the extraction of data on it's creation. He sway the CFA to collect the said sum bit by bits without the knowledge of the PS.
The case was referred to the SSMC and later to Ad Hoc both committee recommend him for dismissal from service because it was not his first time of doing such. The Civil Service Commission commuted the dismissal to downgrading from GL 15 to 14, with a proviso that he should not be put in any sensitive position again. This was done on the basis that he was an informant to the regime in power and comes from the same Local Government as the CSC chairman.
Prior to this, he had embezzled about #80,000 meant for the supply of Ramadan gifts to staff of the Bureau.
His records at the Kwara State Television while serving as the Corporation Secretary speaks volumes. He was transferred from there on the basis of corruption.
The same thing happen while he was in Christian Pilgrims Welfare Board.
He is always in financial crisis, moving from one superior to the other begging for money.
All the above are open secrets that can be verified without opening any record.

B. A womaniser. He takes delight in chasing young women. He was deserted by his wife on the basis of this attitude many years ago. He is till date single.
While at Bureau of Stastics, he was found to be sleeping in the office and bringing women at night. This was reported by the security and after a thorough investigation, he was found quilty as towel, sponge, soap, slippers and other toiletries were found in the bathroom in his office (the office formally Deputy Governor's lodge), so it has bathrooms.
This allegations is verifiable.

C. A double agent. He is somebody one has to be wary of. He was an informant to the last administration, he was to be compensated with the position of a PS then but his Civil Service Commission report was against him. He is today serving as an informant to this administration. Could such a person be trusted.

D. Loose in talking. The ways and manner he talks leaves no one in doubt as to his closeness to this administration. Whenever he says something, it's for real.
i. He once boasted that the competency test for PS will not be used to select PS and that he would be chosen. It was so.
ii. He told people when the first set of PS were to be appointed and exactly the following day it was so.
iii. A day to the dissolution of the inherited PS, everyone has known that comes tomorrow it will happen.
iv. He said he is going to be the next Head of Service. People who wants favor have been trooping his office because his case is smoke with fire.
The above allegations can be verified amongst staffs of Governor's Office and Head of Service.

The questions that comes to our minds now are:
1. Are this
1. Are this the kind of person that will invigorate the service?
2. Why does the HOS recommend such an officer to His Excellence despite knowing his antecedents?
3. Was there not a service report from the CSC? If No, why? If Yes, was the report passed to His Excellency?
4. Is there any moral in this state any longer?
5. Can a man of this nature offer anything good to the service?
6. Is his appointment a compensation for his stewardship as an informant?
7. What legacy does His Excellency wants to leave for the service and the state in general?

We're very optimistic that if His Excellency is aware of all this, he would not have ventured into using him as an informant, talk less of appointing him a PS.
