I don't know if locust eradication program is included in the ecological fund but I know that ecological fund is not a FG thing alone. The states n FG contributes to the fund.
Also I know that the kind of federal system that Nigeria runs, the FG can bring pipeborne water to a village in imo, build a bridge across a local river in Delta n subsidize fertilizers for farmers in Benue even though these infrastructures n activities seem like the exclusive duties of states and local government.
