Since they are one they should also climax simultaneously and there should never be a discrepancy between them wanting or not wanting to have sex. One body can't feel the urge and not feel it at the same time.

Yes, it is possible. The reason the constitution or laws won't address this is because marriage as an institution is based on consents. You can't blame the government over your decision to marry a rapist, or an aggressive man. It is your choice. The best the law can do is to give you a room for separation/divorce. But would the law enforcement agency arrests a man that rapes his wife? I'm not sure that's possible.
