No one is faulting the least certificate. What you should also know is that, ANY certificate presented by aspirant MUST be defended. He used HCS in UI, why is he not including it now? Not including it shows it has fault. Did he now graduated just 3yrs for 4yrs courses without hnc he refused to present to INEC?. UI will have to defend that as well, they'll now see fault in his certificate. Note that, UI clarification was that he ACTUALLY GRADUATED IN THE SCHOOL.
He should have presented Olevel result but it seems shameful to him. That, there won't be any issue. But with this, he have issues already
