Discussing this will take a lot of space but put simply, an Administrative personnel performs coordinating functions within an organisation. He provides supports for the overall operations of the company. The designation varies: Office manager, Admin Officer etc. Admin duties includes personnel functions ie managing people within the organisation. In small organisations, Hr functions falls under the Admin duties.

But the field of HR differs a bit. It focus on aligning the people with the organisation goals. It is builds upon human relationship within organisation. It is a result of change in management thinking from the scientific school to the relations school. It covers such areas as recruitment, training & development, employee relations, Compensation management, etc.

HR is not the same as the old Personnel Administration we are used to. People that man HR position do not necessary have to study Personnel management. In fact, people with experience in various aspecs of an organisation's business do better as HR manager or officer.

Well, this is the bit i can say, I am equally new in the HR (unemployed).

I work as HR for the company where i'm presently employed and even though i'm still new and have no HR experience whatsoever, my job description includes recruitment and firing, staff management, company management in such a way that both gain mutually from each other without strain on the other.

However, like i mentioned, i'm still very new and still learning, so more answers will be appreciated.

Simply put, HR is people oriented, ensuring employees interest is in line with company's interest and goals. The HR function is as a result of the mission statment and vision of the copany. Depending on what the company hopes to achieve in the near future, its HR ensures to get the right people for that purpose. Recently, HR is now termed Human Capital Dev. Why? It has to do with the intellectual capability of individaul staff and their contribution to the growth of the company. HR has also become the company's representative, attempting to kick out Public Relations. Why? People perceive HR depts as more understanding and trusting than PR depts. Subject to debate

Admin on the otherhand is all about, ensuring all employees/ers have the right tools working well and a conducive environment for performing their jobs.
