Without restructuring it is impossible to end corruption. This 'allocation' system of economic development simply cannot work no matter who is in charge.

Just a simple twist from cash development to investment development will end all this and send the charlatans away. The attraction is the cash. The NDDC should cease to be a receipient but a seeker of development funding, partnering with commercial and multilateral bodies while the goverment guarantees such investment.

Secondly, the NDDC should not be invilved in the statutory obligations of other departments of goverment or other tiers of goverment. What is their business with Covid 19 when you have the NCDC and State goverments. Their terms of Reference are too ambiguous and this makes for corruption cracks.

They should identify key missions and stick with them under predetermined budgets and timescales. The development of the Niger Delta cannot be an open ended jamboree. Every party has an opening prayer and a vote of thanks.
