On today’s EPISODE of discussing and evaluating HYPREP’s milestones, let me take you back to a meeting that took place on the 4th of July 2017!

The HYPREP Project Coordinator Marvin Dekil met with the management of the Niger Delta Basin Development Authority (NDBDA).

Why? The NDBDA is one of the bodies that have non-functioning water facilities in Ogoni and other parts of the Niger Delta. HYPREP met with these parties with the intent of ‘taking over’ and ‘reactivating’ these facilities as a ‘first step’.

According to information available on HYPREP’s social media account, “The Managing Director of the NDBDA, Eng. Tonye David West said his agency was ‘willing’ to collaborate with HYPREP towards the success of the cleanup.

When I talked about the provision of water two days ago as an emergency measure, there were those who argued that the delay was due to lack of consent or a delay in granting said consent by ‘authorities’ for the installation of new facilities.

My questions to HYPREP and her media representatives this morning are, “was there ever a plan for the installation of water facilities afresh, or simply a takeover and reactivation of already existing water facilities?”

“How many of these facilities have been reactivated since 2017 and if none, why? Did the M.D. of NDBA renege on his promise to support the reactivation of these facilities?”

Bear in mind 2017 was three (3) years ago. Does reactivation also require ‘water testing’? And if it does, does said testing usually last three years?
