In many occasions private individuals have controlled traffic, I don't think he should be celebrated. One thing is missing in this report "what was the cause of the traffic"? This needs to be reported too.

Is that how to control traffic? From the pic he appears to have gone to pee in the bush, and on returning a motorist was heading towards him, so he had to persuade the driver to slow down/stop to allow him cross over to his vehicle.
