Dressing, unknown to many, is one of the principal ways of manifestation of a person's mind.
For example, a guy wears a long sleeved shirt and his wrist buttons are off, he is most likely a carefree fellow
a woman exposes her sensitive parts, she's either in need of attention because she craves it and possibly not being offered such where she is from or she is a conformist and wants to satisfy maybe her friends or the society.
Dressing is really more than just putting clothes on the body; it illustrates the mental state of the wearer

at Utrame, i find the bold part very interesting, first and foremost, very nicely put, whether we like it or not, people will address us based on their perception of us. One of the things that influences perception is dressing. No one can say they have never judged a person by appearance before.

In any case back to my point to Utrame, the bolded part is a phenomenological statement and it makes me wonder what you have been reading or if that was your thought.
