Being born in a specific country, having a certificate of citizenship will only make you a citizen by birth or by certificate respectively, but to be a good citizen you need something far greater than these.

Being a good citizen makes one an asset to his country and not a liability

We all want our countries to progress, we want things to change for better, but we first need to change our countries, be the better versions of ourselves, respect law and orders, be patriotic, be productive and have many more good qualities beyond what i listed here above, then the progress will come.
