This will seriously reduce infidelity and paternity fraud but there may be a law to prevent this from fruition. I hope someone doesn't get manipulated.

It depends on the amount they charge for it because I am wondering an average Nigerian that struggle to pay hospital bill and now asked to pay for DNA test again

You don’t need to rely on govt for such decision,what is difference when you have the power to do it after your wife gives birth. Are not man enough to tell your wife you want to carry DNA on children? Why seeking govt’s help?

on the flip side, that can't happen, if you feel like doing the test for your child, you pay, then they will get the test done, it's simple logic, no need to make anything compulsory.
