Osinbajo has no constitutional power as the vice president to remove service chief, except for the fact that the president is not around and he is acting as the president.

1. Pence didn't mobilize the National Guard as he isn't Empowered by the Constitutional to do so. The DC National Guard was activated yesterday by the Mayor of DC. Same with the Governor of Virginia when he sent from Virginia to DC too.

2. Nigeria and United States don't operate the same constitution. There are separate role for the VPs in these two constitution and Power over the Military is not part of it.
