This is one of the most senseless advise from a person that should know better. Why abdicating the responsibility of government to the people.

The rules is simple, straight forward and universal. The PEOPLE obey laws and orders as ENSRINED in the constitution including paying their Taxes, and GOVERNMENT in returns keep laws and orders including PROTECTION of the PEOPLE.

SO for a Minister of Defense of nation, to advised that those that have kept their own side of the bargain (obey laws and orders, including payment of Taxes) should still be the ones keep laws and orders is not only LUDICROUS BUT Evidence of ABYSMAL FAILURE ON THE SIDE OF GOVERNMENT IN HER DUTY..
