_Osun Judicial Panel of Inquiry summons two NSCDC officers._

...says it has concluded 21 out of 34 cases so far


The Judicial Panel of Inquiry on Police Brutality, Human Rights Violations and Related Extra Judicial Killings on Friday ordered a subpoena compelling two officers of the Nigerian Security and Civil Defence Corps to appear before it for being allegedly involved in the killing of one *Master Idris Ajibola* on September 15, 2020.

The panel also ordered the State Ministry of Justice to provide relevant documents in respect of the petition filed by one *Mrs. Oluwatoyin Adetona* whose kids were allegedly murdered by Police officers in Ilesa, Osun State, in 2016.

Recall that the parents of the late Idris Ajibola had approached the panel to seek justice in the gruesome murder of their son who was allegedly chased to death by the members of the Joint Task Force comprising soldiers, police, DSS and NSCDC officers.

The deceased alongside two other occupants who were in the car on the day of the incident were allegedly chased along East-pass Dual Carriage Circular Road, Osogbo, by the JTF personel.

It was reported that the car of the chased victims swerved off the road and rammed into a ditch and crashed leading to the instant killing of the deceased.

When the case was returned for further hearing on Friday, the counsel for the petitioner, Barrister Kanmi Ajibola, filed an application and prayed the panel to order the appearance of the two identified NSCDC officers who were among the JTF personel that were involved in the incident.

He said the appearance of the two erring officers would aid the investigation and give support to the prosecution of the case as the petitioner was able to identify them by name.

In his ruling, the Chairman of the Panel, Justice Akin Oladimeji (rtd.) granted the application and ordered the two erring officers -Inspector Jimi Awoniyi and Togun Babatunde -to appear before the panel on March 5th, 2021, the adjourned date.

Justice Oladimeji ordered the immediate issuance of subphoana to the two officers for them to appear before it for defence on the adjourned date.

He said the appearance of the two officers would give more credence to the defence of the case and further strengthen the principle of fair hearing and equity that has been the hallmarks of the panel.

Justice Oladimeji however adjourned the case to March 5th, 2020 for further hearing.

Similarly, the panel ordered the Ministry of Justice to provide all the necessary documents regarding the prosecution of the case filed by one *Mrs. Oluwatoyin Adetona* against the Police.

Mrs. Adetona approached the panel to seek redress in the murder of her two kids by Police officers in Ilesa.

Adetona had in her petition alleged that  two of her children were killed by police officers who drove recklessly at her residence in Ilesa.

She explained that the deceased who were playing in the front of their house were killed by the electric pole hit by the Police Patrol Vehicle.

The mother of the deceased, who had prayed the panel to prevail on the police to fish out the killers of her kids, said she was not convinced that the erring officers had been brought to justice as claimed by the police authority.

Ruling in the case, Justice Oladimeji ordered the Ministry of Justice to provide all the necessary documents in respect of the case to enhance smooth prosecution just as he ordered the Police authority to provide relevant documents to substantiate the status of the alleged officers if truly they have been dismissed by the police.

The panel disclosed that it had concluded 21 cases out of the 34 cases before it.

According to the panel, 10 cases out of the finalised 21 cases are awaiting final recommendation to the government while the remaining 11 were struck out on the  basis of different irregularities.

The panel further revealed that 13 cases had reached different prosecution stages just as it reiterated its commitment to dispensing justice before the stipulated time allocated to it.

The cases heard by the panel on Friday were: OS/JPIPB/08/2020 *Chief Adegboyega Agbaje* & 1OR versus Osun State Commissioner of Police; OS/JPIPB/12/2020 *Alhaji Dele Nafiu* versus Osun State Commissioner of Police; OS/JPIPB/27/2020 *Mr. Ibrahim Olagoke* versus Osun State Commissioner of Police; OS/JPIPB/01/2020 *Alhaji Ayo Dauda Adigun* & 1OR versus Osun State Commissioner of Police; OS/JPIPB/11/2020 *Mr. Kehinde Ajibola* versus Osun State Commissioner of Police.

Justice must be served... but I wonder why your son running away when he sighted the security officers.... no matter what the case might be, it's not cool to do fast and furious with a car when you come across police officers just park and sort it out.

What rubbish. Her son's made a conscious choice to run from law enforcement; endangering themselves and others. If they had nothing to hide, they should have stood their ground, obeyed instructions and been alive today.

The police have no blame in this. They cannot just stand by and watch criminals get away without giving chase because of a fear of being sued.

13th February, 2021 will never be forgotten by the Chidi's family, not because it was a day to the lovers Day- valantine's celebration but because it was the day they lost a very dear brother *Chidi Tochi* .Chidi Tochi was murdered by members of *Ooduwa people's Congress (OPC)* I have called them *Oppression of people's Congress* a group composed of non compos mentis because that is what they stand for.

On that faithful day 13th February 2021 at about 7.15pm, Mr chidi Tochi was returning from a wedding party in company of his friends in a car when death struck from this monstrous group. Oodua people's Congress.
There was a traffic gridlock at Temple street Bariga and Mr Tochi like every other good spirited Nigerian alighted from the car to help control traffic when this OPC boys came requesting his ordersity to keep them waiting on the queue. He politely asked them to be patient that it will get to their turn after all everybody cannot go at the same time. The guy said don't you know we are OPC and he said and so. That was all alas! They descended on him with matchets, knives and charms stabbing him serially. Even when he attempted to run they ran after him . Apparently lossing lots of blood he died at the hospital when rushed by people around. A woman who witnessed the incident said he died even before they came to carry him. Asking why he didn't get help on time, people who sells around the scene of the incident who equally gave an account of the incident said none of his friends could wait sighting the charms carried by the OPC boys they all took to their heels. It was after calm returned to the area they came to his rescue. Findings from the incident revealed that aside from the deceased Chidi Tochi three other persons were victims of this blood barthing group OPC and are hospitalised at different hospital. This is the true story of what happened on that faithful day according to an eye witness account.

Corroborating the neferous activities the OPC *refworld* an online resource media gave this *background studies* about OPC.

Although banned by the Nigerian government in 1999 (Revolutionary and Dissident Movements of the World 2004, 361), the O'odua People's Congress (OPC) continues to operate in southwestern Nigeria (ibid.; Xinhua 8 Mar. 2006). The OPC, a nationalist Yoruba advocacy organization, was banned following its alleged involvement in "bloody clashes" in Lagos and surrounding states that reportedly led to "hundreds" of deaths (AFP 19 Dec. 2006; BBC 20 Dec. 2006). In 1999, the OPC split into two factions (GlobalSecurity.org 27 Apr. 2005; MIPT n.d.). The "parent" organization is led by the OPC's founder, Dr. Frederick Fasehun, and a more "militant" faction is led by Gani Adams (also referred to as Ganiyu Adams) (ibid.).

In 2005, Fasehun and Gani Adams were arrested and charged with belonging to an illegal organization among other offences (BBC 20 Dec. 2006; AFP 19 Dec. 2006), including illegal possession of firearms (ibid.; Xinhua 8 Mar. 2006). Four other OPC members were also arrested on similar charges (ibid.; This Day 7 Mar. 2006).

In March 2006, in an affidavit filed before the Federal High Court in Abuja concerning the trial of the six OPC members, the *Nigerian government described the OPC as "murderous, tribal and secessionist" and alleged that the group had killed and "maimed" more than 10,000 persons over the previous seven years* (This Day 7 Mar. 2006; Reuters 8 Mar. 2006; Xinhua 8 Mar. 2006). Fasehun denied the allegations (Vanguard 16 Mar. 2006). The recent being the killing of Mr. Tochi Chidi a 35 year old married man and many others which are not reported. This same group murdered one Udeme an undergraduate of Lagos state polytechnic (LASPOTEC) running away with his arm. This one too many of the evil of this OPC group. In saner climes, governments that are really incharge don't negotiate with life threatening groups like the OPC. The Government of Nigeria has continued to watch the unabated killings of innocent Nigerians by this group and has refused to do anything about it. It really shows that our government is innaundated by this group otherwise how can a proscribed group by a government still be operating and left to continue in existence.

*Refworld* further reported that the most widespread killings by the OPC took place in the context of clashes between Yoruba and other ethnic groups, which reached a peak during 2000; however, violence and human rights abuses continued in 2001 and 2002. There have also been numerous individual cases in which OPC members have killed or injured people, in the course of their vigilante work and in attempts to extort money. The OPC's activities have led them into direct confrontation with the police: there have been repeated, violent clashes between the two, with casualties on both sides. OPC members have attacked police stations on many occasions, and have killed and injured several policemen.
Part self-determination organization, part vigilante group, the OPC has defied easy classification. The usual description of the OPC as an ethnic militia, while accurate, is also misleading, in that not all the acts of violence committed by its members have been ethnically motivated. Many of the conflicts in which the OPC has got involved have been among Yoruba, and consequently victims of OPC violence have included Yoruba. The contrast between, on the one hand, the clearly articulated ideological discourse and sophisticated propaganda of some OPC leaders, and on the other hand, the mindless thuggery which characterizes many of its operations, has also posed a challenge in defining appropriate reactions to the organization. In a sense, the OPC combines aspects of two distinct types of organizations which have emerged in Nigeria: those which advocate for the specific interests of their particular ethnic, regional or religious group in a broadly political context and those which have taken on the task of fighting crime, without an explicit political agenda of their own. In addition, OPC members frequently carry out acts of intimidation and violence which appear to be motivated more by a desire to rob their victims of money or possessions, than by any ideological objective. All pointers to this group activities shows they have done more harm than good to the public.

In the foregoing, it is clear that whoever created this group meant more harm than good for Nigerians. The Nigerian government must nip the excesses of this group in the bud before its mindless descension to anarchy sets this nation ablaze. Just because some miscreants had guns knives and charms they now see themselves as Alfa and omega arrogating powers to themselves intimidating and killing at will. What a country?There was truly a country in the words of eminent writer, social critic late Emeritus professor Chinua Achebe.
Again there may be many other groups like this across the length and breadth of Nigeria operating like the OPC in the name of providing local security but in essence they are into many hideous activities like the OPC. The government as a matter of urgency should abruptly bring this groups to a miserable end before they become insurgent groups like the bokoharam which is what they are metamorphosising into. It is really unfortunate Mr Chidi Tochi died in the hands of this miscreants called OPC. Another opportunity to save the lives of Nigerians from many of this groups has presented itself, particularly the OPC whose activities has continued to attract public outcry.
According _Dietrich Bonhoeffer_ “ Silence in the face of evil is itself evil; God will not hold us guiltless, not to speak is to speak, not to act is to act”. *His Lordship Most Rev. George Jonathan Dodo, the Catholic Bishop of Zaria Diocese,* further corroborated this assertion when he said in the Daily strength devotional 10th anniversary special edition October –December, 2020 page iv *“ If we do not speak against evil, we will speak for evil when we remain silent in the face of it.Therefore, the world suffers today not because of the violence of bad people but because of the silence of good people”.*

The National Assembly both at state and federal level should beam their torch light on the activities of this group called the *Oodua people's Congress* particularly that many lives have been lost through their activities.

A million lies can never be equal to one truth. Truth will always prevail but it's a matter of time. Chidi Tochi was murdered in cold blood. The Federal Government of Nigeria, Lagos state Government Human right groups, opinion and other interest groups, security agencies, should investigate the circumstances leading to the death of Mr. Chidi Tochi in the hands of OPC and serve justice. Ohaneze ndigbo should not be mute on this matter, they should arise and ensure that this young man killed in his prime gets Justice. Mr Chidi Tochi 35, a native of umuokwe Awommama in oru east lga Imo state is a father of three. Our father President Mohamadu Buhari should come to the aid of this young man's death and ensure he gets justice. PMB must truly protect our lives as Nigerians from this demonic, blood thirsty, blood barthing and monstrous groups like the Oodua people's Congress-OPC. He promised to secure our lives and another opportunity to do that is now. Justice must be served on this matter.

*Refworld* further reported that the most widespread killings by the OPC took place in the context of clashes between Yoruba and other ethnic groups, which reached a peak during 2000; however, violence and human rights abuses continued in 2001 and 2002. There have also been numerous individual cases in which OPC members have killed or injured people, in the course of their vigilante work and in attempts to extort money. The OPC's activities have led them into direct confrontation with the police: there have been repeated, violent clashes between the two, with casualties on both sides. OPC members have attacked police stations on many occasions, and have killed and injured several policemen.
Part self-determination organization, part vigilante group, the OPC has defied easy classification. The usual description of the OPC as an ethnic militia, while accurate, is also misleading, in that not all the acts of violence committed by its members have been ethnically motivated. Many of the conflicts in which the OPC has got involved have been among Yoruba, and consequently victims of OPC violence have included Yoruba. The contrast between, on the one hand, the clearly articulated ideological discourse and sophisticated propaganda of some OPC leaders, and on the other hand, the mindless thuggery which characterizes many of its operations, has also posed a challenge in defining appropriate reactions to the organization. In a sense, the OPC combines aspects of two distinct types of organizations which have emerged in Nigeria: those which advocate for the specific interests of their particular ethnic, regional or religious group in a broadly political context and those which have taken on the task of fighting crime, without an explicit political agenda of their own. In addition, OPC members frequently carry out acts of intimidation and violence which appear to be motivated more by a desire to rob their victims of money or possessions, than by any ideological objective. All pointers to this group activities shows they have done more harm than good to the public.

In the foregoing, it is clear that whoever created this group meant more harm than good for Nigerians. The Nigerian government must nip the excesses of this group in the bud before its mindless descension to anarchy sets this nation ablaze. Just because some miscreants had guns knives and charms they now see themselves as Alfa and omega arrogating powers to themselves intimidating and killing at will. What a country?There was truly a country in the words of eminent writer, social critic late Emeritus professor Chinua Achebe.
Again there may be many other groups like this across the length and breadth of Nigeria operating like the OPC in the name of providing local security but in essence they are into many hideous activities like the OPC. The government as a matter of urgency should abruptly bring this groups to a miserable end before they become insurgent groups like the bokoharam which is what they are metamorphosising into. It is really unfortunate Mr Chidi Tochi died in the hands of this miscreants called OPC. Another opportunity to save the lives of Nigerians from many of this groups has presented itself, particularly the OPC whose activities has continued to attract public outcry.
According _Dietrich Bonhoeffer_ “ Silence in the face of evil is itself evil; God will not hold us guiltless, not to speak is to speak, not to act is to act”. *His Lordship Most Rev. George Jonathan Dodo, the Catholic Bishop of Zaria Diocese,* further corroborated this assertion when he said in the Daily strength devotional 10th anniversary special edition October –December, 2020 page iv *“ If we do not speak against evil, we will speak for evil when we remain silent in the face of it.Therefore, the world suffers today not because of the violence of bad people but because of the silence of good people”.*

The National Assembly both at state and federal level should beam their torch light on the activities of this group called the *Oodua people's Congress* particularly that many lives have been lost through their activities.

A million lies can never be equal to one truth. Truth will always prevail but it's a matter of time. Chidi Tochi was murdered in cold blood. The Federal Government of Nigeria, Lagos state Government Human right groups, opinion and other interest groups, security agencies, should investigate the circumstances leading to the death of Mr. Chidi Tochi in the hands of OPC and serve justice. Ohaneze ndigbo should not be mute on this matter, they should arise and ensure that this young man killed in his prime gets Justice. Mr Chidi Tochi 35, a native of umuokwe Awommama in oru east lga Imo state is a father of three. Our father President Mohamadu Buhari should come to the aid of this young man's death and ensure he gets justice. PMB must truly protect our lives as Nigerians from this demonic, blood thirsty, blood barthing and monstrous groups like the Oodua people's Congress-OPC. He promised to secure our lives and another opportunity to do that is now. Justice must be served on this matter.
