Current Imo state governor Hope Uzodinma setup a state judicial panel and was implementing the recommendations to seize to Royal Palm University and Royal Palm Estate and Hotel which was set up with state funds, but title deeds registeredin the Okorocha family name. The same conclusion was also reached by the judicial panel setup by the previous Governor Ihedioha.

So after the Imo state judicial panel findings with enough evidence, can't they approach the court of law to get court order in sealing the properties?

It has powers to make some pronouncements and recommendations to govt on the subject under reference.

I'm telling you that a judicial panel can make recommendations to the governor and the governor can take actions on such without needing a court order. What's so difficult to understand in that? Or why do you think the panel is headed by a judge?
