It's theoretically possible. Not a transfer. For instance, any federal government accountant can be transferred to another ministry. They fall under the purview of the office of the accountant general. But the FCTA staff has a different status. FCTA is a federal ministry with the status of a state government. They are not necessarily subservient to the head of service. In fact, there is a bill, already approved, for the formation of a FCT Service Commission. This will make them strictly a standalone agency. If you have some connections, you can apply for secondment to another ministry, and even move there permanently. When it was Ministry of FCT (MFCT) it might have bn direct; just like 'posting' from one federal ministry to another. But when El-Rufai was the Minister of Fct, the 'ministry' was scrapped and it becomes FCT Administration (FCTA)...more like a state structure. So for now, it is the same way you transfer from a state civil service to federal, that you can transfer from FCTA to 'federal'; though FCTA is still federal but has elements and some structures of a state. So you need to seek and get employment in the federal MDA of ur choice, after which, you can seek to merge or transfer you service from FCTA to the new MDA for purpose of continuity; or seek to Gazette ur appointment with the federal civil service. When you get an employment with (For instance) Fed. Ministry of Transport, it is stated on your Appointment letter that you're under ministry of Transport. You can only be Transfered from one Dept. Under Ministry of Transport to another.. moving Out from Ministry of transport to ministry of power is like getting a new Appointment letter or may be Secondment. That's same with moving out from FCTA to another Agency or Ministry. Or it's just like Asking if it's possible to Transfer from Nigerian ARMY to Nigerian Police!!! |
