That only works when only a very small proportion of the population breaks the law...Switzerland for example; or Finland or Saudi Arabia; all of which permit the freer possession of firearms by citizens. Why do they need state police? The police in their state is for what The only reason governors want state police is to use them to chase and humiliate their political enemies. Period.
