How can the contract be almost for life when it is clearly stated that it has been renewed about 3 times?

While it is good that Nigerian passports be produced locally, it is the dubious nature & poor planning culture of this administration that has led to scarcity of passports & not because of the existing contract.

STNL has a contract to produce about 6m passports & while the exact number of passports produced so far is debatable (about 4m+), the contract cannot be said to be unfavorable (except in the sense that we should produce passports locally) or for life.

This administration is piss-poor when it comes to planning & implementation but always prefers to blame others for its incompetence.

The solution is simple, allow the existing contract run its course or mandate STNL to produce the balance passports within a specific timeframe or payoff STNL for the balance of passports yet to be printed... How hard can it be?

Just hope and pray that your passport is not about to expire during this period... this country is an embodiment of frustration and depression ...

This government is not getting enough credit for the good things it s doing.

Don’t blame the previous government, read between the lines, you can’t sign contract without a terminal date or renewal date.

This administration is a joke,a booklet cost them less than a thousand naira,and they will give us at 45k Naira,even at that they still complain no booklets. Since you don't produce locally,you keep your contract running until you establish one. How difficult is that? They keep disgracing them selves there.

We have leaders who are only interested in making money for themselves and not concerned about the interest of the country.

Why give this as contract to a private company when the government has a parastatal that can do a clean and better job?

We have the NSPMC (Nigerian security printing and minting company) in charge of documents with securities including our currency notes but then, all in the name of being wasteful, self interest and corruption, this company was abandoned just to carry out their corrupt practices and enrich their pockets.

NSPMC has the capacity and have been doing all these printings many years ago.

I weep for my country. It is so sad. How did we get to this?

Someone somewhere is surely asking for share and that's why all these plus when local production start, then you will know that Nigeria is a failed state, unit price is less than 700 naira currently but when local production start, expect it to be over 1k naira

It's just terrible.

This administration is fond of talking without planning.

They quickly come out to say what everyone wants to hear without doing due diligence. How can they say they want to immediately start producing passports locally without taking into consideration any existing arrangements?

Thank you my brother like i always say there are still lot of intelligent people on these forum, that all i will say. Some people will not just ready but ready to twist everything. Some people gave out a mad contract to put the country into a nig mess cos of thier greed and cut and some people and saying trash.

Here’s my take on this, and I would like young Nigerians to bear in mind that not everything is black n white. There are grey areas to this.

ISTL was registered with the Corporate Affairs Commission on 20th May 2003 to help the country produce the e-passport.

With Obasanjo’s influence, the company entered into a Public Private Partnership, PPP, with the Federal Government for the upgrading of Nigerian passport to e-passport.

The partnership ensured that the company designed, installed, operated and maintained the complete database system at its own expense and recouped the cost of investment as well as make a profit through the issuance of the passport.

The NIS on the other hand would provide the officials to register applicants, issue passports and deal with Nigerians on all issues relating to the passport.

Obj signed it, Yar'Adua administration implemented.

Now here’s were the Nigerian corruption factor came in. The first contract with ISTL did not include the printing of the passport booklets. The initial contract was for MINT (Nigeria Security Printing & Minting PLC) to produce the passport booklet while ISTL would provide the technical security component consisting of the chip and laminated data page.

However, through maneuverings by ISTL and government officials, they signed a second contract with the FG to supply the entire passport, including the booklet, taking away the job from MINT!

Now the Federal Executive Council extended the ISTL contract for another 4 years in May 2015. There are two of these e-passports BTW, one is a 32 page booklet and the other (which we no dey ever see) a 64page booklet.

Moreover, the contract has had its time elapsed without the job being fulfilled (it was supposed to be 100k passports supplied every month for 3years). Instead immediately ISTL was awarded the job, it’s parent company in Malaysia increased the cost of supply which the govt refused to accept.

The idea was a laudable one, but each successive administration has had questionable characters as Ministers of Interior since then.

There are many reasons for this government to have terminated the initial contract without fear of legal proceedings against it, so Nigerians should ask the current Min. Of Interior Aregbesola what is going on.

Less than 1000 to produce the booklet we end up paying about 40000 for it when the official price is less than 20000, what a country? The firm should be paid every naira it is owed.

U are partially right. The solution is straight forward but it's not working because of vested interest. First of all, the directive to produce locally is not born out of national interst but the fact that somebody in the administration is eyeing that lucrative contract. And all fingers points to the CBN Governor. That's the hidden truth
