Based on this definition, the administration of Buhari has failed in containing the Boko Haram insurgency and has failed in its constitutional duty. All that is needed to end the Boko Haram insurgency is to seek military help from more advanced African States like South Africa - combined with the nigerian army to end the insurgency.

But when it comes to non-territorial insecurity, you have more power there - you can do so many things to improve the security of your immediate community....

Let me ask again - what then is the responsibility of State Governors, State House of Assembly? You are not aware that States have their own taxes and revenues? There are full flegded state houses of assembly who should be actively working on health, creation of employment, infrastructure and security.

Having said this, I agree that performance in the area of security is lacking at the federal level.
