You can either buy during a public offer or the Nigerian Stock Exchange. For the latter contact a registered stock broker of your choice.
If you need to identify people who want to sell we have a thread on nairaland for that. ( However make sure that you deal with only genuine people. Also conclude the transaction through a recognised broker.
