Inspect your hive first, if there are sealed honey combs, you can go ahead to harvest but don't harvest honey from brood combs.

Swarming is not pronounced in this season. However, you can still try this method. Firstly, ensure the space in your hive is not too big. If you are using more than 15 frames or bars, insert division board in between for a better chance of colonisation. Cook a shreded lemon grass with beeswax by inserting both of them in milk tin and put the can in a boiling water. For a strong lemon smell, make sure there is enough lemon grass and it should not overwhelm the beeswax. Ensure that no water or steam enters the can. After about 15 to 20 minutes of cooking, there will be infusion of lemon grass scent in the melted beeswax. Ensure that the lemon grass has changed colour to dark green and sieve the melted beewax out. Rub almost completely, the beeswax against the hive body and the entrance. Place a small container of sugar syrup or honey on the beehive. Avoid spillage to prevent ants invasion. Under normal weather conditions scout bees or foragers will start visiting if there is a colony in your area.

Very correct!
Baiting ones hive correctly is very imporant. I've been lucky to get swarms off swarming season and what i do is to dip the complete hive body in a lemeongrass oil +water solution in a big bucket container. This ensures the hive smells lemongrassy even after the smell wears off. Like you pointed out baiting with frames with sugar water/honey is also good too.

Your smoker is an essential instrument. Without it, you would encounter a rowdy enviroment and fear of being attacked. Make sure you use a fuel that sedates bees effectively. I do recommend dried pawpaw leaves or cow dungs
