My brother is a great solar guy but he is in Ebonyi State. And, I don't think he can work in a salaried position - in case you are talking about that. If you need someone to work as an independent contractor, I can link you to him.

I think I know someone... problem is, he's in Lagos State. Since it's independent, will there be temporary accommodation for him anytime there's a project on hand?
