I developed a web based software for a multilevel cooperative society about 3 years ago. I dont know if the org you have in mind is similar to the one i developed for but it can still be given a try considering that even if modifications need to be made. It will be done faster than developing one from the scratch.
And I have no probs with the source code as long as what you'r willing to pay covers my proprietary rights on the software.
