For the technically misinformed, that's a welding machine and he is applying intense heat on the metal to which the boy is attached, thus causing intense burns for the boy. It wasn't an electric shock.

That notwithstanding, this is still a very barbaric way of punishing someone ( I believe the boy works in that welding shop and must have done something bad to warrant them punishing him like that ). He did not die, he was just badly burnt from the heat transfer onto the metal cool

The boy in the picture might have done something wrong and those barbaric fellows used a barbaric form of punishment to torture the poor boy for crime he might have committed.

He was begging for mercy, but none listened to him... As a human, you watched that barbaric act and your heart is torched by such act irrespective of whatever the boy crime was.

In as much as the punishment is humanly wicked. The boy will suffer burns from the sparks dropping on his back, fear and psychological trauma as a kid naturally afraid of the sparks coming from the welding, and some heat from the welding on the metal.
However he most likely will not suffer electric shock because welding machines operate at very low voltage about 15 to 42 volts about that but with high current of 50 to several 100s of Amperes needed to cause the metal melting heat.
All these doesn't justify the treatment given the boy whom I suspect did something wrong.
It's like tying a child up outside to mosquitoes so he cannot scratch.
