I need suggestion (s)/advice(s).....

I will like to study Mechanical Engineering abroad but am in a state of dilemma due to my inability to choose between some countries that I have in mind.

Which amongst these countries;
( Belgium,Russia, India and China ) do you think or out of experience believe is better when it comes to engineering.

Moreso,if there is any other country that you can profer....I will so much appreciate it.
