They should innovate a guiding system technology of their own and then infuse it into each rocket they make, thereby making the rockets precision weapons. Precision weapons in the form of guided air to surface rockets will score them way higher number of kills against the enemy in the theatre of war. Invariably the incident of collateral damage becomes evitable.
