You don't tell people to avoid areas where simulation will hold, you should only sensitize them because when actual attack will occur, terrorist will not tell the people to avoid the place.

You can always modify. Have you watched Escape from Sobibor? Kaduna has the highest military formations in Nigeria, how have they defended or prevented almost daily kidnappings and killings?

Furthermore, members of the public are not usually present during such simulation exercises. People are brought in to play the roles of terrorists and civilians.
