Buhari cannot be seeing everything that happens around the 36 states and the FCT...that's why the constitution empowered him to appoint people to man those institutions.

If he could do it alone, there wouldn't be any need for people to head those institutions. For instance, he's the minister of petroleum, so we will blame him for everything that goes wrong in that subsector.
You want us to blame someone Buhari appointed and not Buhari himself but during Jonathan's tenure you guys blamed him for everything, including things not under his control.

You are making no sense. The leader is responsible for the irresponsibilities of those he appoints to work on his behalf and/or in his name. As long as he does not reprimand or penalize them when they misbehave in their delegated responsibilities.
