Assuming we have just this two in naija,
Naija daily consumption is 50m litres per day.

That means dangote 105 + Bua 32.5 = 137.5 litres per day

We consume 50m litres daily

137.5 - 50 = 87.5m litres in excess

Why do we still experience high pump price and fuel scarcity

You didn't understand his comment. He is talking about 2 years to come when the refineries maybe functional, not this year or last year or previous years. The refineries he mentioned are not functioning yet
