Pseudofolliculitis of the pubis . It's common in blacks due to their curly hair. Following a very low shave , the regrowing hair penetrates the hair follicle rather growing along its path or may grow out and repenetrate the skin.
Definitive treatment involves avoid a very low shave (use of perhaps shaving scissors) or chemical depilatories for shaving if you really want a low shave

If it doesn't itch or smell, it is most likely skin sensitivity to close shaves.

Avoid shaving or do not shave too close to the skin next time.

It isn't an infection jare. Babe u use shaving stick to shave and maybe u shave every week...try buying shaving cream and stop wearing pants (undies)..well to me it is normal tho. Try shaving 2 times a month..and yeah with shaving cream..

It looks like in-grown hair to me. You might want to see a dermatologist. The method of shaving could also be an issue as irritations can occur.

Stop using different types of shaving materials,
If it's shaving cream don't ever change to shaving stick... If you do then this will automatically be the result.

Have for once bleach? Then change what you're using to shave.if it's blade u are using before change it.

Non usage of neopresol or neomedrol after shaving. Your skin reacts adversely to blades; try to also use triple-blade shaving sticks . Get well !
