There are different kind of criminals.
Terrorists, Robbers, Militants, Kidnappers, Bandits etc. All of them causes mayhem to the society. All of them are different from each. All of these groups possesses their own ideology which is what differentiate them for each other

Some of them do ply the trades of the other. Example Militants can kidnap and rob. Terrorists can also kidnap and rob. Even bandits can kidnap and rob but it doesn't make them one and the same. The Niger Delta Avengers are not terrorists but militants. Evans the kidnapper is not a militant but a bandit.

The military has different tactics they employ for each of these people.
You do not expect the military to pursue Anini or Evans the kidnapper the way they pursue Boko Haram. They don't employ the same tactics for both the Avengers and Boko Haram.
