Is this in the APC constitution? No
Who is empowered to conduct Congress? Chairman or caretaker chairman?
In the eyes of the law, is there any of these? No
Is there a court case on this? Yes
When is it going to be determined? No date

Is APC empasse a party affairs? According to supreme court, it's no longer a party affairs. Anybody can use the party, even PDP members.
Implications:
Any Congress is a sham. And any sham can't produce candidates.

The CPC block of APC got what they wanted, the party can go to shreds for all they care.
