You are right. Everyday in Hamburg neue Baustelle (construction site) springs up. If it's road U will see hold up(Stau) .. If u reach there u will surprise to see them repairing very smooth road that is not spoilt.. If u enquire u will find out maybe the duration the expert gave for it has expired or about.. Or something like that and I remember my home.. If na Nigeria that road will be left until a big pothole appears.
