It's an aeroplane for crying out loud. Aeroplane is not something you import except you're an aeroplane dealer. You just buy, register it, fly it, park it at any airport and pay landing and parking fees to the owners of the airports.

Good, they must invest that money not using it to buy expensive imported luxury goods. In America very few have private jets, government always put high taxes on luxury items to discourage flight of our liquidity. If they invest that money and hire private jets when they need it, it makes more sense.

Pastors mobilize public (congregation funds), so government should not allow them spend that funds in a way that affects the economy negatively...this is part of monetary policy.
