True that the Areas you mentioned are popular doesn't mean other places are not in Abuja.
Lifecamp is the first developed Area in Abuja, it was built to house expatriates who were working on construction sites in other areas of Abuja, .... there's a reason the official residence of the F.C.T minister is located in lifecamp although many don't know this.

Go and Study history. All states were named and equally the centre was named FCT not Abuja. Bwari is not Abuja, Kuje is not Abuja, Abaji is not Abuja etc. Abuja is the seat in FCT just has we have Ikeja as the seat in Lagos. More so we may have AMAC fully known as Abuja Municipal Area council and that does not mean everywhere under Amac is Abuja town although they are all under amac Administration.
