It's an open-ended topic....

Three things are involved basically. One, the drug is taken raw, and mixed with other stuffs. Two, some are being transported to other country taking advantage of our porous (or rather easily 'bribed') borders and airports...a sort of safe haven for transit

Lastly, the 8 billion is an estimated figure, which is probably exaggerated for optimum sensation and media hype.
