President Joe Biden delivered his sternest warning yet to Vladimir Putin on Tuesday, saying that the U.S. was not seeking confrontation with Russia but would respond 'forcefully' if American citizens were targeted in Ukraine.

At the same time he appealed to the people of Russia, saying they were not America's enemy.

'We are not seeking direct confrontation with Russia though I've been clear if Russia targets Americans in Ukraine, we will respond forcefully,' he said.

Biden delivered an update on developments from the White House after a busy morning of phone diplomacy, saying an invasion was still possible and that Russia had 150,000 troops in a threatening posture.

The White House upended the president's schedule to add the speech in response to the pace of developments.

Biden spoke with his French counterpart Emmanuel Macron while Secretary of State Antony Blinken had a call with the Russian foreign minister.

Earlier, Putin claimed he was ready for new security talks and was pulling back some Russian troops.

'We have not yet verified the Russian military units are returning to their home bases,' Biden said in the East Room.

'Indeed, our analysts indicate that they remain very much in a threatening position.

'And the fact remains right now Russia has more than 150,000 troops encircling Ukraine and Belarus and along Ukraine's border, and invasion remains distinctly possible.

'That's why I've asked several times that all Americans in Ukraine leave now before it's too late to leave safely.'

And he delivered a messaged directly to the people of Russia, saying the world had no quarrel with them.

'The citizens of Russia, you are not our enemy. I do not believe you want a bloody destructive war against Ukraine, a country of people with whom you share such deep ties of family history and culture.

'Seventy-seven years ago, our people fought and sacrificed side by side in the worst war in history,' he said.

'World War Two was a war of necessity. But if Russia attacks Ukraine it would be a war of choice or a war without cause or reason.'

The speech came after Biden spoke to his French counterpart for 49 minutes on Tuesday morning, and his secretary of state called the Russian foreign minister.

Russia announced some of its troops were returning to base after exercises near Ukraine and mocked Western warnings about an imminent invasion of Ukraine.

It could suggest Moscow is looking for a way out of a crisis that has taken Europe to the brink of war, but NATO said it had yet to see evidence of the sort of de-escalation that could avert conflict.

Vladimir Putin invests a lot of resources in their military; the same resources he ought to use for promoting economic prosperity. From Prime Minister to President, he doesn't want to leave the corridors of power.

Much as it appears that Russians like Putin, I strongly believe that the day the former Soviet superpower will have a new leader will truly mark the end of the cold war between the US and Russia.

Putin should not drag over 146 million people into a stupid war he could have avoided. It's easy to start a war but nobody knows how and when it will end. You are dealing with NATO here, not just the Americans. Common sense, not ego, should prevail.

What exactly does Putin stand to gain from this threat to and siege on an independent nation.

I wonder why people are not blaming western powers for escalating wars in the world but would blame Christianity for breeding poverty in Africa.

US has tapped out of sanctions, and they do not have any more leverage left over Russia. At least not when China's got Russia's back.

We have seen how harmful the sanctions from 2014-2017 are already performing on Russia . I don't want to go into numbers, but the truth is that any great power, with huge mineral resource like Russia, can easily shrug off sanctions.

The US has to accept - and if it is not ready to accept, it will be forced to; that a unipolar world is not only dead but impossible! Building propaganda narratives like Trump's trade war with China, that is damaging the US economy will do US no good.

And for those whose mouths are on a steady on CNN's butt, hear this: Russia never threatened to attack Ukraine. Never!

Hear it again, Russia never threatened to attack Ukraine NEVER! It never threatened to attack Ukraine even if Ukraine joins NATO - i.e. even if Ukraine is admitted into NATO. What is being said is that in the likelihood of Ukraine joining NATO, the Eastern Ukrainians, i.e. the republic of Donbass region who are ethnic Russians will reject the admission into NATO, and will decide to declare independence. After all, why will they join an association that is set-up to fight them?

Russia is just re-echoing the sentiments of the Eastern Ukrainians, promising - like in the case of Crimea and South Ossetians to honour their request, and probably defend their (Donbass) sovereignty.

Therefore, it'd be utter lunacy for Ukraine to think that they can join NATO, and at the same time prevent ethnic Russians in Ukraine from Joining their motherhland. It's just plain stupid!

If Ukraine wants to Join NATO, they are welcome to do that, as long as they do not stand in the way of the Eastern Ukrainians quest to rejoin Russia. But if they think they can eat their cake and have it, then they should get ready for carpet bombing. Which even the combined power of NATO won't save them!
