Even UK and US, with all their knowledge and research still experience terrible flooding that has taken lives.

What more lagos that is sorrounded by water already

Creating a barricade from the ocean is different from dealing with rainfall related flooding.

Lagos Island has some design flaws. Fixing those flaws is harder than building an Island without those flaws.
