Well, some of the big countries don't qualify in the past (England did not qualify for the world cup for the whole of the 1970's, Holland was nowhere near the world cup in the 1980s ). Plus, I think that ticket profits are dependent on how well the host nation does (if the host plays well, people will come, but that's not a settled in stone fact)

But this is new ground, so too early to say how this plays out.
