I believe that Putin was an experienced state security officer. Putin served 15 years in the KGB.

December 6, 1989, when an angry mob almost broke into house number 4 on Angelika-Strasse, where the Dresden KGB was stationed. Putin called the headquarters of the Western Group of Forces in East Berlin and asked for help, but he heard in response that there was no help. Then the KGB officers prepared to repel the assault with a weapon in their hands. Putin left the building. Putin called himself a military translator - negotiator. He said an aggressive crowd ready to attack - "I am a soldier and ready to die!". The crowd did not dare to attack the building. Putin was 37 years old and he was a Lieutenant colonel of the KGB.
