Someone else could say Russia intends to end the sage now but expects the effect of the present sanctions to last six months before the economy begins to bounce back. Sanctions are easy to impose but takes a while to lift, which is why they say the continuation of the restriction will depend on whether or not the sanctions are lifted. Surely Russia does not expect for the sanctions to be lifted until they have ended the invasion.
