It is not as straightforward as that, that it is Russia and Russia efforts alone that get astronauts into space, it is a coordinated effort and without the US Russia cannot do it.

Go back and read the piece, where it stated that because of US sanctions dunces 2021 the Russia flights have been grounded.

So if Russia declines to send its rockets it will enter into an uncontrolled orbit and crash with consequences if on an inhabited area. The station weighs 500 tons. Even if it loses 20% of that due to atmospheric burn it is still a major threat on landfall. Go and research and refute if you dare. You kids tire me.
