People that have two different sets of DNA are called human chimeras . It can happen when a woman is pregnant with fraternal twins and one embryo dies very early on. The other embryo can "absorb" its twin's cells. It can also happen after a bone marrow transplant, and in a smaller scale during normal pregnancy.

In that case the DNA results shows 60% to 80% chance of being the father ...not zero percent

Do you people even know what a DNA test consists of? It doesn't just say the person is the dad/mom but it gives a percentage and probability. For example anything less than 99% is considered inconclusive, anything less than 90% is considered negative or not biological mom or dad. So even with this rare condition, a competent DNA test center would still give a percentage and there should not be much fuss becuase twins have a very close DNA profile.

If any woman cites this without proof that her husband is like that, she is definitely guilty of paternity Fraud.
