How was the drug courier cleared by NDLEA inside the airport terminal and then arrested outside the airport terminal by IRT with drugs.

If the drug dealer was arrested by IRT ,why did they not take the drugs and sell instead of handing over to NDLEA then start begging them to swap the drugs so the sell..
